Esteemed Tuxedo Neighbors,

I’d like to take this opportunity to update you on the issues that are facing our town and the actions taken to address these concerns.

I’d like to briefly summarize the journey over the last four years. The progress this Town Board has made is undeniable. I'm so proud to call Jay Reichgott, Michele Lindsay, Maria May, and Deirdre Murphy, my Town Board colleagues. We give it our all.

Progress…

I’ve heard since I moved here 20 years ago that nothing happens in Tuxedo, no development, no improvements to our Town Center, no new residents to support the Tuxedo Union Free School District (TUFSD), etc. I was told it would be a miracle if Tuxedo Farms came to be.

Well, the miracle has happened. After almost two years of negotiations, we were able to execute an agreement that kept Related negotiating while we came up with a plan that works for the Town and the Developer. Lennar, the nation's largest builder of quality homes, was engaged by Related, and has now bought the property, just last month. They are before the Planning Board every month submitting the real plans for building. You’re welcome to come to any of those meetings to find out for yourself.  Related is still a major partner, and will build the new Town Center, called The Commons. This will offer residents a new mixed use commercial area, which includes retail, hospitality, and services and high end apartments. It will also provide a municipal building with meeting space for 250 people that will accommodate Town Board and community meetings.

So when will construction begin?

The necessary preparations for spring construction are happening NOW! Filling and grading work that’s needed to start construction is on-going. The sewer and water pipes for the first neighborhoods are in the ground. Many of the streets are already laid out. We’re poised for action.

Other benefits of Tuxedo Farms…

Along with the Special Permit we approved last year, $2,500,000 in cash was given to the TUFSD and 40 acres of beautiful property worth a lot of money. In order for the school to survive, like any public school, you need property tax dollars and kids. The Tuxedo Farms development will deliver both and be very cash positive to the school district. From the beginning of our negotiations this Town Board insisted that promises made to the school in 2015 must be honored. Related tried hard to remove these. We got it done, amidst rising interest rates and a deteriorating housing market. Just in the nick of time!

Additionally, the Town received hundreds of acres of pristine forest from Related along Warwick Brook Road and Long Meadow Road, now in conservation forever, protecting our Parklands for all to enjoy.

We got Related to start up the new sewer plant, rescuing the 216 properties that connect to it from the brink of losing reliable sewer service. The old plant is well beyond its usable lifespan.

We also got $1,100,000 for the Tuxedo Local Development Corp (LDC)., a Town agency, from Related and Lennar to revitalize the Hamlet business district. There are FIVE projects on Rt.17 underway right now. The train station is being totally renovated, with $140,000 from Lennar, saving taxpayers big bucks. The old Orange Top Diner will be totally renovated and should have a new tenant very soon! The Tuxedo Historical Society, (THS), was gifted the old Chase Bank building, thanks to THS President Betty Langberg's dogged persistence, and the Tuxedo LDC provided $100,000 of matching funds which is being used to totally restore this architectural gem.

Additionally, the Karlin Warehouse building is also undergoing a major facelift necessary to attract a new tenant.

Other actions taken that will build our tax base…

In the south end of town, a new Skylight assembly business is coming to Sterling Mine Road that will bring a $3,000,000 state of the art commercial building. The building is architecturally beautiful, with an expansive landscaping plan, and will bring dozens of well paying jobs! It will bring real tax dollars to our town with minimal traffic. The abandoned eyesore there now will be demolished soon. We avoided high traffic options that would have drastically changed the area.

We lowered your taxes by reassessing NYS Parklands, the State pays much more, so our share is much less. We did this through a comprehensive assessment of all NYS park properties in Tuxedo. Here it is! It looks like an old Manhattan phone book. That helped both of our school districts get much needed tax revenue, M/W and TUFSD, as well.

On the Environment…

We protected the environment, cleaning up the 10,000 truckloads of construction debris dumped, I suspect in the dead of night on the Town's highway Dept. site. That happened before I took office in 2020.

Rob Dollbaum, Highway Superintendent, and his team have moved a mountain of debris, meeting every expectation the NYS Dept. of Environmental Conservation set, avoiding the potential of $3,000 a day in fines! They screened tons and tons of materials, separating the rocks, concrete, wood, and various plastics and debris, into processed piles for disposal. The job is nearing completion. This property is in the center of our watershed. These actions protect our drinking water. We've shut down any further chance to harm this Town owned property.

We bought 27 acres of undeveloped forest on the Indian Kill Reservoir on Rt. 17A at the County Tax auction, protecting our drinking water, and saving it from developers.

We're developing a plan to restore the sewer pipes in the Hamlet district which are 100 years old and in desperate need of repairs.

We brought accountability to the Town's Municipal service, verifying payroll by installing an electronic timecard system, required for government audits. We restored five days of service, Town Hall was closed on Fridays! Town Hall got a new roof, $100,000 funded by NYS. New ADA compliant bathrooms were added. New ramp, new accessible doors, making it easier for our seniors to get into the building.

We brought Town meetings into the 21st century, in the height of COVID, adding Zoom technology, making it easy to attend meetings that are recorded for all to see. Now that's real TRANSPARENCY. Marisa Dollbaum, Town Clerk, has totally updated procedures in Town Hall, reorganizing our records, responding to residents needs, and working hand in hand with the Town Board.

We restored 24/7 Police coverage, hiring four new experienced police officers in 2023! We have a new professional Police Chief, John Trazino, who is preparing Tuxedo for today's world problems. Unfortunately, Tuxedo is not Mayberry anymore. Crime finds the soft targets and we MUST be ready.

Roads are being paved, parks renovated, and we restored the tennis court and basketball court at Tichey Field. We purchased new heavy equipment for our Highway Dept. and are awaiting two new high end Police Cars, expected to be delivered any day.

Our new Account Clerk, Carey Alley, has brought her professional accounting skills and Municipal Government experience to our Fiscal management activities. We've recovered thousands of dollars in uncollected fees and set up systems that will keep this from happening in the future.

As you may know, I am not seeking re-election. My twin brother, Kevin, is fighting Stage IV melanoma cancer, which has spread to his spine and lungs. I must refocus my priorities toward my family.

I'm thankful for those who came before us. Anyone who has given time in public service should be acknowledged. These members of the Town Board have proven themselves. I’m proud of my service and I hope you will join me in extending a well deserved Thank You to my fellow Board members

Wednesday October 11th, 2023

The Tuxedo Farms Local Development Corporation will be hosting an “Open House” tour of the Wastewater Treatment Plant facility, located at the end of Contractor’s Road, on Saturday, October 28th, from 2:00 to 3:30pm. Residents and property owners in the Hamlet, East Village, and a dozen Tuxedo Park properties who rely on this facility for sewage treatment are encouraged to come out to learn about how the Town Board and the LDC are protecting their properties by developing a plan to renovate the aging infrastructure. This issue is critical to the future of Tuxedo. Jay Reichgott and I will be leading the tour and will provide an overview of the operations and plans for the future. All residents are welcome to attend. Property owners should have received an invitation in the mail.

Tuxedo Police Update Presentation - On Monday, October 23rd, 7:00pm, at the regular Town Board Meeting, Chief John Trazino will be speaking directly to the Town Board and Tuxedo residents about the much improved staffing, scheduling, and training for the Tuxedo Police Department. The Chief will detail the actions taken to restore 24/7 police coverage, and the training he has provided to ensure our Police are ready for the unthinkable.  We will be swearing in three new Police Officers and promoting Officer Gerard Shiloh to Detective.

NY/NJ Trail Conference event - Saturday morning, October 21st, The Trail Conference will be leading a fundraiser Forest Run for registered runners, beginning and ending at Powerhouse Park. The NY/NJ Trail conference volunteers build and maintain all of the trails in Harriman and Sterling Forests. The run is primarily on State Forest land and should have minimum impact on the East Village community. It is expected to be over by 1:00pm.

Tuxedo Fall Festival - Saturday, October 21st, noon to 4:00, Murphy Field, in the Eagle Valley section of Tuxedo. Come celebrate with friends and neighbors, and enjoy music, food, refreshments, and fun for all ages!

Moment of Reflection -

I’d Iike to take a moment to acknowledge and reflect on the deeply disturbing news reports on the escalating conflict in Israel and Palestine. The devastation and fear inflicted on the millions of innocent people saddens me to the core.  The reports indicate the worst in the human experience. It’s almost impossible to comprehend the brutality that is being inflicted. I hope for a swift cessation to the violence and that our leaders can find a pathway to peace.

Monday September 25th, 2023

Tuxedo Train Station Renovation - The project is moving along according to schedule.The repairs to the exterior woodwork have been completed, the prep and painting is almost complete, bathroom fixtures are being installed, and the new copper downspouts and gutters have been installed. I look forward to scheduling a ribbon cutting in October. The Tuxedo LDC approved the Town’s grant application that provides $140,000 for this work, relieving taxpayers of this burden. Thanks to Deputy Supervisor Jay Reichgott for working on the grant application.

Tuxedo LDC - The three grantee locations, Augusta Properties (Orange Top), Karlyn Realty (warehouse building), Tuxedo Historical Society (old Chase Bank building), continue to make great progress.

Police Armor and Tactical Gear Grant - Orange County Legislator District 8, Barry Cheney came to Town Hall today to deliver a $3,333 grant award that we applied for. The money will be used by Chief Trazino to purchase specialized equipment needed to respond to active shooter incidents and other emergency situations.

The contractor,TAM Enterprises of Goshen, will begin the restoration project this week. Power Washing of the exterior will begin tomorrow. This will require closing the building to the public. Color samples will be taken and I will review them with the contractor on Wednesday. Colors will be matched to the existing palate. Staining and painting is expected to begin on Thursday. Replacement of damaged woodwork will also begin this week.

Audit 2022 - Cooper Arias has received the final information needed to complete the 2022 audit. I expect a draft for our review shortly. Additionally, they are preparing a summary of the 2023 year to date activity for the Board to review.

This will require closing the building to the public. Color samples will be taken and I will review them with the contractor on Wednesday. Colors will be matched to the existing palate. Staining and painting is expected to begin on Thursday. Replacement of damaged woodwork will also begin this week.

Tuxedo LDC - The three grantee locations, Augusta Properties (Orange Top and adjacent office), Karlyn Realty (warehouse building), Tuxedo Historical Society (old Chase Bank building), continue to make great progress. The Town has submitted a grant proposal for the Train Station restoration project. We are seeking $140,000 in funding.

Audit 2022 - Cooper Arias has received the final information needed to complete the 2022 audit. I expect a draft for our review shortly. Additionally, they are preparing a summary of the 2023 year to date activity for the Board to review.

Monday July 10th, 2023

Interviews for Full-Time Police Officers - Two of the Police Officer candidates are in the final hiring stages. An additional candidate, Savino Citriniti, has been hired and was appointed earlier in this meeting. His starting date is July 31st.

Traffic Agents - six seasonal Traffic Agents have been added to the Tuxedo Municipal Civil Service roster. Candidates are being identified and screened by OC Human Resources. These agents will work directly for Tuxedo PD to improve traffic control on Rt. 17A, Long Meadow Road, Bramertown Road, and any intersection or location that our Police Supervisors identify. All expenses related to this detail will be covered under our contract with Ren Fair Entertainment.

Tuxedo Train Station Renovation - A contract has been awarded to TAM Enterprises, of Goshen. A pre-construction meeting is scheduled for Thursday, July 13th, with Sean Hoffman, Town Engineer, and myself. This project will restore the iconic building to its 2009 renovated magnificence.

Tuxedo LDC - Site visits to the three grantee locations, Augusta Properties (Orange Top and adjacent office), Karlyn Realty (warehouse building), Tuxedo Historical Society (old Chase Bank building), were conducted on Tuesday, June 27th, by Irene Denaro, John Banyo, and Ken English. It was determined that all three met the criteria for receiving the second grant disbursement. The projects are all making great progress.

Tuxedo Chase Checking Accounts - The Town of Tuxedo’s Checking Accounts are in the process of being converted to interest bearing accounts yielding 2.3% interest.This will be effective August 1, 2023.

Torrential Storm’s Aftermath - I toured several neighborhoods in Tuxedo today and found our Highway Dept. staff diligently cleaning storm drains to remove debris and obstructions. I checked in with several residents in the Hamlet and East Village and all reported minor problems. I’m sure not everyone fared that well. Our sewer plant received a flow that far exceeded the normal expectations.

Identifying a Contractor to Reline the sewer lines and repair (350+) manholes - Efforts continue to identify a contractor who specializes in the relining of the sewer lines and manholes that feed the new sewer plant. Three companies are being considered who have the necessary experience and equipment needed to restore our century+ old system that is made up of a variety of pipe widths and materials.

Monday June 12th, 2023

Interviews for Full-Time Police Officers - Four qualified candidates were interviewed on Tuesday, June 6th. Chief Trazino and I reviewed the Civil Service list and met with the four top candidates. Follow up communication with the candidates continues. Offers are expected to be made soon.

Tuxedo LDC - The Related Companies delivered payment on the funds needed to support the first three grants issued by the Tuxedo LDC. This will allow the Board to now consider additional applications. A deposit of $372,122.65 was received today that fully covers the grants made to Augusta Properties, Karlyn Realty, and The Tuxedo Historical Society.

Ren Faire  2023 - I’ve been working with Chief John Trazino and Ms. Buffy Marie Favata, General Manager of the Ren Faire here in Tuxedo, to establish a security contract to improve traffic and security for the 2023 Faire. Proposed improvements include the addition of six Traffic Agents, who would work under the supervision and direction of Tuxedo Police. The goal would be to improve through traffic flow on Rt. 17A, to work to reduce traffic bottlenecks near Long Meadow Road, to ensure Bramertown Road is not used for Faire access, and to have these Traffic Agents respond as needed to traffic problems at the discretion of Tuxedo PD. All costs for this security will be paid for by the Ren Faire. All charges for Police services were fully paid in 2022 by Ren Faire Productions. Additionally, Ren Faire is also contracting with Orange County Sheriff’s Office and NYS Troopers for additional police details, similar to what was provided last year.

Tuxedo Highway Department site - clean up of the construction debris will continue soon. After consultation May 8th, with the DEC, Site Monitor, Wesley Salis, Town Engineer Sean Hoffman, Bill Canavan - Environmental Consultant, we discussed next steps in the removal of the debris materials that we have been processing for the last two years. It was decided that materials processed in 2022 will be moved to a holding area in the rear of the site so that screening and sorting can continue.

Remediation of the Tuxedo Hamlet Sewer Treatment Collection System is continuing. Working with Rob Dollbaum, Jay Reichgott, and Sean Hoffman, we are trying to finalize an agreement to begin relining the deteriorating sewer lines. Flow meters are being used to accurately measure the amount of water entering the system at two specific spots.

Tuxedo Train Station Renovation - Specifications for repairs are available for interested contractors through the Town Clerk’s Office. Bids are scheduled to be opened on June 16th, 10:00am.

Altice Franchise Renewal negotiations - I’ve been working with Town Attorney Howard Protter and his colleague Amy Lavine to update the agreement. One result of these meetings has been the installation of a high speed connection to businesses on Contractors Road that had been on hold for ten years. I received thanks from several business owners who now have access to this vital service.

Highway Dept Site, Long meadow Road - Rob Dollbaum - Highway Superintendent, Deputy Supervisor Jay Reichgott, Town Engineer, Sean Hoffman, Bill Canavan - Environmental Consultant, met with the DEC, Site Monitor, Wesley Salis. We discussed next steps in the remediation of the debris materials that we have been processing for the last two years. We’re trying to avoid further expensive materials sampling and are looking for beneficial uses for distributing the processed materials. Mr. Salis stated that he would take his findings to his supervisor and advise the Town of Tuxedo about our options for testing and disposal of the materials/

Tuxedo LDC - Three applications for Hamlet Revitalization funds have been approved by the Tuxedo LDC Board after thorough review by the Tuxedo Planning Board. On Wednesday, March 22nd, 2023, The Tuxedo LDC Board approved the Augusta Properties grant application for $165,682. The project was unanimously approved. The project will rejuvenate a property that is expected to attract a new restaurant and bring a coordinated aesthetic.

At the Tuxedo LDC Board meeting, Thursday, April 13th, two additional projects were approved:

Tuxedo Historical Society - restoration of the historic Chase Bank building that was donated to the Historical Society. This project was approved for $101,851 (matching funds)

Karlin Realty LLC - a restoration project for a historic warehouse building on the north side of the Rt. 17 corridor, in the center of the Hamlet Business District. This project was approved for $104,631 (matching funds)

All projects are funded under the 2022 Special Permit agreement with Related Companies which provided $1,100,000 for Hamlet revitalization.

Tuxedo Farms LDC - as President of the Tuxedo Farms LDC, the agency that owns the new Sewer Plant, I have been managing the coordination of the startup of the new plant and the emergency actions needed to remediate the excessive infiltration of stormwater into the system. Key to that goal:

InLiner Solutions - A $62,400 agreement to begin the scoping / camera work necessary to analyze the storm and groundwater infiltration into the Hamlet Sewer District’s Collection system is now completed. The invoice that paid for this work is much lower than originally expected, coming in at $31,948, which is $32,252 less than projected. The sewer collection system is currently feeding a much larger than anticipated amount of water into the new sewer plant.

A new vendor, Insituform, has been identified to begin lining the degraded sewer collection pipes in the Hamlet District. Working with Town Engineer, Sean Hoffman, I expect the Town Board will review a new proposal that will begin the relining process. A scope of work and quote are expected next week

The Highway Department crew, led by Superintendent Rob Dollbaum, has replaced lengths of pipe on both Mountain Road and areas within Tuxedo Park that were determined to be in need of total replacement. He will update us further in his report.

Monday March 13th, 2023

Tuxedo LDC - Three applications for Hamlet Revitalization funds have been submitted to the Tuxedo LDC Board. The projects are subject to Planning and ARB Board approvals. Applicants are responding to Board feedback and we expect to receive completed submissions at our next meeting, Thursday, March 23rd, (5:00-6:30)

Tuxedo Farms LDC - as President of the Tuxedo Farms LDC, the agency that owns the new Sewer Plant, I have been managing the coordination of the startup of the new plant and the emergency actions needed to remediate the excessive inflow of stormwater into the system. Key to that goal:

The annual meeting is scheduled for Wednesday, March 22nd, 10:00am. The meeting will be both in-person at Tuxedo Town Hall, and live streamed on the Town’s Zoom account. All meetings are recorded and available on demand through our website.

Tuxedo Club Tax Certiorari claim settled - The total amount of the refunds to the Tuxedo Club for the 2023 Town and County taxes is $65,851.06.  Appx. $41,200.09 is for Town taxes and $24,651.03 is for County taxes.  It is appx. a 47% reduction from the prior assessed values.

Settlement of Legal Action - The last payment was made on a $250,000 settlement regarding the property at 60 Woods Road, owned by Mr. Howard Schaub. This ends an obligation that was paid over five years. The 2024 Town budget can eliminate this expense line.

Tuxedo Town Supervisor’s Update

Monday September 12th, 2022

Tuxedo Police staffing update - I’m happy to report that a new Chief has been hired. John Trazino, a Warwick resident with roots in Tuxedo. He graduated from George Baker High School and then went on to extensive training in law enforcement that led to a 20+ year career with the Orange County Sheriff’s Department. Most recently with the Special Operations Group and Training Command Unit. He has extensive experience training and mentoring officers. I worked with John in developing a security plan for the Ren Faire this year, coordinating with NYS Troopers and OC Sheriff’s Dept, alongside Tuxedo PD. He provided active shooters training for the Ren Faire staff. I’m confident that John will add leadership and a direct connection with Town residents and the Town Board.

Monday August 22nd, 2022

Friday August 12th - Town of Tuxedo Camp ended a very successful season. Around 70 kids participated in the 5 week season that included daily trips to the Wee Wah Lake, use of the TUFSD facilities in the morning, Friday special trips to local attractions, bus service pick ups and drop offs, and so much more. Congratulations and a big THANKS to Claire Dougher, part-time Recreation Coordinator and her team for organizing and running such a great experience for our kids.

Thursday, August 18th, 2022 - The first Tuxedo LDC PARIS (Public Assistance Reporting Information System)  2021 report was filed with the NYS Comptroller’s Office. Working with Julie Marshall of Harris Beach attorneys, I was able to have the 2021 audit and Board activities report filed. Thanks to Board members Michele Lindsay, John Banyo, Greg Gushee, for getting the LDC up to date. Our next meeting is scheduled for September 26th, 2022, where we will reestablish the process for issuing grants to local businesses to help revitalize the Tuxedo Hamlet business District.

Monday July 25th, 2022

Tuesday, July 19th, 2022, (6:00pm-10:00pm) -  The Town Board held an attorney review of the Tuxedo Farms Special Permit with Larry Wolinski, our lead attorney, and Bonnie Franson, Town Planner. The Town Board reviewed the latest version, taking a deep dive into the 23 page document. The Board’s questions and concerns have been presented to the Related team for response. On Tuesday, July 26th, another session will be held that will focus on the Design Standards and Smart Code.

Wednesday, July 20th, 2022 - I visited the Wastewater Treatment Plant to observe the installation of the connections to the existing plant, necessary to complete the conversion to the new plant. New manhole connections have been installed that will receive the Hamlet inflow into the plant and another that moves the outflow into the Ramapo River. This is tangible evidence that the plant is being readied for connection and service to the Hamlet Sewer District.

Monday July 11th, 2022

Friday, July 8th, 2022 - the NYS Division of Budget informed the Town that the remaining 50% of the American Rescue Plan Act funding will be $152,307. Projects reported to date were the completed water treatment system that has been installed at the Highway Department ($32,000) that removes iron and manganese from the water making it both potable and usable for maintaining equipment without the damaging effects of these and other minerals. We also reported on the purchase of the Zoom Room equipment for Town Hall ($52,127) which, when installed, will allow the Town to hold meetings that provide fully interactive two-way communication with the public remotely. The A/V installation was stalled by supply chain issues but all equipment has now been received and the vendor is scheduling the setup with Marisa Dollbaum. Additional eligible projects are being considered by the Town Board.

Monday, July 11th, 2022 - Wastewater Treatment Plant - the final work for activating the plant is about to commence. As per Greg Gushee’s message,

 “The contractor is scheduled to begin installing the pipes on July 11 and I have authorized them to proceed.”  An updated timeline and completion plan is expected from Related.

Monday, July 11th, 2022 - The Tichy Field Tennis Court / Basketball Court renovation project is moving forward. The project is being done by Young Paving. Demolition has been completed, new draining has been installed. Paving has been completed. The court surfacing, line painting, fence installation, nets, backboard, etc. will be completed soon.

Monday June 13th, 2022

Wednesday, June 1st, Robert Dollbaum, Dave Maikisch, and I toured the Tuxedo Police Department site with Lt. Norton to examine a leaking roof situation that has caused the development of a small amount of mold. We had an inspector from Service Pro who advised on a remedy. Prior to the mold remediation we needed to have the roof repaired and drain cleared. Precision Roofing completed the initial required emergency work for $7,750. That work was completed and the mold remediation has been addressed. In the process, additional needed repairs were identified. I expect to authorize those repairs tomorrow. The additional work is quoted for $4,800.

Thursday, June 2nd - a meeting with Lt. Norton and Buffy Marie Favata of the Renn Faire was held to review plans for traffic and security expected for the upcoming season. Planning is underway with the Orange County Sheriff’s Office and the Renn Faire Security Team.

Thursday, June 2nd (5:00-8:00) - Tuxedo Farms Special Workshop was held focusing on the Design Guidelines for the project.

Thursday, June 9th (5:00) - a Special Town Board meeting was held to schedule a public hearing on a proposed Local Law that would amend the Tuxedo Farms special permit unit mix and set a minimum number of units for single family homes and cap the number of multi-family units. That hearing is set for Thursday, June 23rd.

Saturday, June 11th - The first “Discover Tuxedo” event was held at PowerHouse Park. The event gave local organizations, municipal services, and businesses an opportunity to promote and educate residents about what’s going on in Tuxedo. More than twenty groups participated.

Memorial Day Parade- Monday, May 30th, parade starts at the High School at 11:30, laying of wreaths at the memorials outside of Tuxedo Park gate, then a ceremony at St. Mary’s, followed by the Library picnic.

Tuxedo Farms consultant meetings were held Thursday, May 12th, Monday May 16th, Wednesday, May 18th, Monday, May 23rd.  Work continues on the Technical Memo, and Design Standards.

Tuxedo Kids Fishing Derby - was held Saturday May 21st at the Watchtower Fire Pond lake on Long Meadow Road.Recreation Coordinator Claire Dougher organized the event, with help from Town Clerk Marisa Dollbaum, and volunteer Leslie Devore. Rob Dollbaum supplied some poles and assisted with fishing tips.Thanks to Ted Hoffman and his team at the Watchtower for hosting the event and for providing the tasty food and refreshments. It was a very hot day but a great time was had by all!

Monday May 9th, 2022

Tuesday, April 26th - Police Chief Tamara Dreyer resigned effective May 28th, 2022. She advised that she has accepted a full-time position with another police department. The recruitment process for a replacement is expected to begin again soon.

Mortgage Tax - The Orange County Clerk’s Office notified Tuxedo that the April Mortgage Tax receipts were $39,103.50. Tuxedo’s reported receipts for 2022 total $133,385.50

Friday, April 29th, 2022 -  the American Rescue Plan Act,  ARPA report that documents how the town is using the $304,614 federal award, was filed on time. Maria May, Michele Lindsay and I filed the report electronically. Projects reported on were the completed water treatment system that has been installed at the Highway Department ($32,000) that removes iron and manganese from the water making it both potable and usable for maintaining equipment without the damaging effects of these and other minerals. We also reported on the purchase of the Zoom Room equipment for Town Hall ($52,127) which, when installed, will allow the Town to hold meetings that are virtually fully interactive two-way communication with the public remotely. Supply chain issues continue to delay the installation but the vendor expects delivery next week.

Monday, May 9th, 2022- Train Station renovation project - the bid opening happened today. Only one contractor submitted a bid, Veritas Construction Services, for $207,000.

Tuxedo Farms - Special Town Board Workshops have been scheduled for Thursday, May 19th, and Thursday, June 2nd 2022 (5:00-8:00). These workshops will be held through the Town’s WebEx portal.

Wednesday, April 13th, 2022 - Wastewater Treatment Plant - A meeting of the Tuxedo Farms LDC, the local agency that owns and manages the Tuxedo Farms sewer treatment plant. In attendance were Michele Lindsay, Greg Gushee and Dillon Norris from Related, Keith Herbert, Dominic Hillard, and Roy Rysinger of JCO Inc., the contracted operators of the plant, Sean Hoffman, H2M Engineering, and Mitch Newman, of Lennar. The purpose of the meeting was to discuss the final plan for activating the plant. An updated timeline and completion plan is expected from Related.

Friday, April 22nd, 2022 - The Tichy Field Tennis Court / Basketball Court renovation project began. The project is being done by R.Young and Sons Paving. Demolition has been completed, new draining is now being installed.

Monday April 11th, 2022

Tuesday, March 29th - Interviews continued  for an Account Clerk that reports to the Town Supervisor. The Town is also considering replacing this position with a Bookkeeper title. Working with Lori Cosgrove, Secretary to the Supervisor, we continue to pursue options through Orange County Human Resources (Civil Service). The Bookkeeper exam was given on February 5th. The results are pending and usually take 3-6 months to be released.

 Wednesday, March 30th - I met with Chief Tamara Dreyer and Labor Relations consultant, Michael Richardson, to review the Tuxedo Police Collective Bargaining Agreement. Policy related to drug testing and a required annual physical was discussed and a subsequent meeting with the union is scheduled for Monday, April 18th, 10:00, to identify how the contract policy will be implemented. This will not be a public session.

Monday, April 4th -  Police Chief Tamara Dreyer and I interviewed Michael Cardona, retired NYPD officer, and current Tuxedo Animal Control officer, for a part-time Tuxedo PD position. Michael is a Tuxedo resident who is eager to serve the Town. Michael did very well in the interview and was offered the position. The on-boarding process has begun and we expect Michael to transition from Animal Control to Tuxedo PD in May.

 Saturday, April 9th-  A memorial service was held at the Tuxedo Historical Society for Pamela Bock Cromey. Pamela was a founding member of THS and actively supported it for many years. The Society assembled a display of artifacts and articles that document her efforts over the many years of service to the Society. Her husband, Reverend Edwin Cromey, was there to welcome visitors to this celebration of her life.

Monday March 28th, 2022

Friday, March 18th - A site inspection was held at Tichy Field, reviewing a renovation project for the tennis court and basketball court. Contractor Bids are due Monday, April 4th, 1:00pm. Rob Dollbaum and Claire Dougher participated. Two interested contractors attended. Further information may be obtained from Marisa Dollbaum, Town Clerk.

Monday, March 21st - Held a comprehensive employee health insurance review with Michael Richardson, consultant, and Lori Cosgrove, Secretary to the Supervisor, to perform an annual review of all health insurance needs. This audit ensures that our policies and premiums are accurate and up to date and that any corrections are made.

Monday, March 21st - The Tuxedo Farms LDC (Wastewater Treatment Plant owner), held an annual meeting. Ken English - President, and Michele Lindsay, Board member, conducted the meeting. All required reviews and reporting were completed. The required NYS PARIS filing was then completed on Friday. This LDC is completely up to date in all required reporting.

Tuesday March 22nd - I met with TUFSD Superintendent, Jeff White. We discussed communications with Related and pending tax certiorari matters.

Tuesday March 22nd - Interviewed a candidate for the Account Clerk / Bookkeeper position being vacated by Brian Sullivan. Another interview is scheduled for Tuesday.

Thursday, March 24th - met with Chief Tamara Dreyer, Set goals for hiring part-time police officers, the rollout of body cameras, and setting a date for the Police Reinvention Committee to regroup at Tuxedo PD headquarters to continue to develop an on-going relationship between the committee and the Police.

Thursday, March 24th - Tuxedo Town Board special meeting on Tuxedo Farms. The Town Board shared comments in response to the March 9th Tech Memo submitted by Related.

Wednesday, March 3rd - Town Board held another Tuxedo Farms special meeting. Lennar presented its various home design elevations (exterior visuals) and explained how the various products will be modified to meet design standards that will be approved by the Town Board. Various material configurations and styles were presented.

Monday, March 7th - New Chief of Police Tamara Dryer was sworn in and welcomed to her new position. She was given a tour of the Police Station and began familiarizing herself with the operations.A formal swearing in will be held in Town Hall after she receives her uniform.

Wednesday, March 9th - Tuxedo LDC (Hamlet Revitalization) held its annual meeting. The Board is working to resolve required reporting and audit requirements that date back to at least 2018.

Friday, March 11th - Deputy Town Supervisor, Michele Lindsay and I welcomed NYS Senator James Skoufis to Tuxedo Town Hall. He was accompanied by his Chief of Staff Christine Foster, and Deputy Chief of Staff Gabriella Madden. Mitch Newman of Lennar and Greg Gushee and Dillon Norris of Related gave the Senator an overview of the Tuxedo Farms project, then we toured the site. We then visited the new Wastewater Treatment plant. Senator Skoufis was alerted to the challenging conditions of upgrading the aging Hamlet sewer lines and the expected activation of the new sewer plant in the late spring. Steve Germano (Steve’s Pizza) participated and spoke about why he’s invested in Tuxedo and how he expects this new development to invigorate Tuxedo’s business opportunities.

Update: Police Chief Interviews were held February 23rd, 2022 (5:00-8:45). The top three civil service candidates were interviewed. I expect that the Town Board will decide on a candidate and make an offer tonight.

Reviewed maps that show current manhole and pipe locations that bring sewage west to east across Rt. 17 toward the pump station on the Ramapo.

H2M needs an updated survey to determine sewer line relocation options away from the bank of the Ramapo River

Toured Lennar Development sites across New Jersey, full day tour of several of Lennar’s NJ communities. I reviewed a variety of townhomes (24' and 32' wide), front garage stacked townhomes, rear garage stacked townhomes, 40' wide single-family homes, and age restricted homes (duplex and single-family) at the Patriots Square community in Tinton Falls, and then others at an age restricted community, Venue at Monroe.

Tennis Court rehabilitation - A Request for Proposals has been drawn up that will be circulated later this week to identify qualified contractors who can rehab the only existing Tuxedo tennis court located at Tichy Field. The proposed action will also consider the adjacent basketball court. This upgrade will include accommodation for pickleball lines to make this court multi-sport functional.

Monday February 14th, 2022

The Orange County Dept. of Finance advised Tuxedo that the total 2021 sales tax revenue has exceeded the budgeted amount which will result in a fourth quarter supplemental payment of $75,369.91. This payment will be made to the Town before the end of February.

Police Chief Interviews, Wednesday, February 23rd, (5:00-8:00). Three candidates are scheduled, the highest scorers on the civil service list. We are diligently following civil service law in our recruitment process.

There have been important voting district boundary line changes that affect Tuxedo. We now have a new NYS Senator - James Skoufis, and a new Congressional Representative - Mondaire Jones - 17th Congressional District. I look forward to working with both of them. I expect to meet with Senator Skoufis soon.

Hiring /Candidate search. Lori Cosgrove and I are working closely with Orange County Human Resources / Civil Service unit to identify eligible candidates for two positions:

Chief of Police - there are 29 names on the open competitive list. Canvas Letters were sent to all eligible candidates who were given until Wednesday, February 2nd, to respond.

Bookkeeper - there currently is no open competitive list for this title. We were given the list of 15 candidates who are approved for the civil service exam, to be given on Saturday, February 5th, 2022. These candidates were sent a canvass letter, job description, and the details of the Tuxedo vacancy, to consider for a provisional appointment. Once the open competitive list is produced, expected in about 4-6 months, we MUST hire from the list.

The Town Board has completed interviews to fill vacant positions in the Planning Board, Zoning Board of Appeals, and the Board of Assessment Review. It is our policy to encourage residents to consider applying for these positions through active outreach. We are committed to an open recruitment process. Appointments are expected to be filled tonight.

Monday January 10th, 2022

Tuxedo Farms - Related has selected a builder, Lennar, one of the largest homebuilders in the country. Representatives will participate in our special meeting, this Thursday, January 13th, via WebEx at 5:30. We expect this initial meeting to be a brief introduction of the Lennar team. Further meetings are scheduled for Thursday, January 27th, and Thursday, February 10th. These meetings are scheduled to begin at 5:00 and will be through the Town’s WebEx portal.

Chief Arthur Abbott has submitted his resignation. He has served the Town since June of 2017. He worked closely with the Town Board to implement the Governor’s Police reinvention initiative, to procure body cameras for Tuxedo PD, hire our newest Officer, Alexandra Gunderman, and worked towards attaining NYS Accreditation of our Police facility by bringing our Juvenile Room in compliance with required code and policy. Art always brought his open personal demeanor to all of my interactions with him. I wish him all the best in his future endeavors. Lori Cosgrove, my Secretary, and I are working with Orange County Human Resources / Civil Service, to identify eligible candidates to fill this vacancy. Until that is accomplished, Lt. Norton will be the Officer in Charge.

Tuxedo Farms -What we’ve done:

Two Town Board Attorney meetings were held, Thursday November 4th, and Wednesday November 17th. We spent about 7 hours reviewing updated proposals.

On Thursday, 11/18/21 we Interviewed Christopher Rizzo, Esq. and Karen Meara, Esq. from Carter Ledyard & Milburn LLP - Litigation, Land-Use, Environmental Law. We discussed possible topics for SEQRA

Concerns 11/18/21 Interviewed attorneys from Carter Ledyard, Karen Meara and Chris Rizzo. Areas of possible consult:

Explore levels of Environmental Review, including: Tech Memo, Supplemental Environmental Assessment, Targeted Supplemental Environmental Impact Statement that focuses on changes.

As you have just heard, Related is continuing to refine its revised development program and as it does that, the Town Board is reviewing and reacting. We must follow the Open Meetings Law. Two Town Board Attorney meetings were held, Thursday November 4th, and Wednesday November 17th. We spent about 7 hours reviewing updated proposals.

The review process is just beginning and we are a ways away from scheduling any public hearing.

Before any public hearing is scheduled the Town Board wants to make sure that Related’s submission is complete and suitable for public comment. All documents will be disseminated prior to the Public Hearings.

The Town Board is already working with its attorneys, Howard Protter and Larry Wolinsky of Jacobowitz and Gubits, and planner, Bonnie Franson of Nelson Pope, to review and respond to information as it receives it.

The Town Board’s review will encompass a deep dive into the following areas:

Proposed changes to the Design standards

The revised Preliminary Plan and Development Program.

A Tech Memorandum which is the initial environmental/ SEQRA evaluation of the proposed changes.

Review of an updated traffic impact study

Proposed amendments to the Special Permit itself

Anything else the Town Board determines is appropriate to complete its review and make a determination on the Applicant’s requests.

The Town’s principal objective in evaluating this request to modify the Special Permit will be to ensure that the changes in no way alter the quality and character of the Development.

New WasteWater Treatment Plant Update -

Ken met with Henry Haefner (Related) and Brock Juusola of Delaware Engineering, Tuesday October 19th, at the plant. We toured the facility and reviewed work done to date. Pumps re-installed, tanks cleaned, Delaware Engineering in full activation mode. I now have keys / access to the plant. I’m very pleased by the level of activity. I’m convinced that Related is working to meet the stated goal of opening the new plant in 2021. We discussed developing the required DEC demolition plan and consulted by phone with Sean Hoffman of H2M, our Town Engineer. He clarified that it is Related’s responsibility to complete the plant and the demolition and removal of the old plant.

Moody’s review of Town’s credit rating for 2021.

Had a conference call with Christopher Yared, Analyst from the Public Finance Group. He stated in an email sent pre-call, “We took a look at the Town’s most recent financial statements, and it looks like the town’s financial position is improving considerably.” During the call, we further articulated increased revenues, the ratification of new contracts, our renewed negotiations with Related, and other factors that were positively received. He will recommend resetting Tuxedo’s rating to an improved status. That release will be issued Wednesday.

2022 Budget - I’m meeting individually with each councilperson to take a deep dive into the tentative 2022 budget. So far, I’ve met with Jay Reichgott and Michele Lindsay. I’m meeting with Councilperson Dave McMillen tomorrow morning, and Maria May, Thursday afternoon. Thanks to Brian Sullivan, accounts clerk, for his continuing work on this.

Wednesday, October 20th - meeting with PIPC Executive Director - Joshua Laird and Mathew Shook, Director of Development for PIPC. We discussed the early stages of interaction with Related. I advised that we are collecting public comment and that the Town Board will be scheduling follow up meetings in November.

SkyView Skylights - Wednesday, August 18th, John Banyo and I toured the facility with Norman Deutch. He manufactures large specialty skylights that are hydraulically controlled to open and close. The facility has a very busy workshop, employing about 30 people. He hopes to build a new facility on property that he owns in the Neighborhood Business zone on Sterling Mine Road.

TJFD - I met with Gardinier Hemple and Ed Brennan to review the TJFD agreement with the Town to review the agreement we voted on this evening.

Budget Prep - met with Rob Dollbaum, Thursday, August 19th. We discussed budget priorities and upcoming contract negotiations. I’ll be meeting with Chief Abbott tomorrow at 10:00.

Tuxedo Day Camp - finished a successful season on Thursday, August 12th. I’d like to congratulate Claire Dougher for her efforts in organizing and leading the camp through many challenges. The camp competed with the free TUFSD summer program, and could not utilize the busses or facilities that were typically arranged with the school district. Fifty children enjoyed the program.

Part-time police officer interview was held Tuesday, August 17th with Chief Abbott. We are awaiting results from a background check and a psychological evaluation.

Long Meadow Road - working with Bill Canavan of Hydro Environmental Solutions to identify a beneficial use for the screened materials. Rich DePolo was on site today doing further analysis for an interested party, at their expense.

Tuxedo Long Meadow Road property, clean up -  The Watchtower organization has completed a one month service project at our site. Heavy machine operators continued the work, screening materials, isolating debris such as stumps, and other wood.

Tuxedo Farms WWTP - The Tuxedo Farms Local Development Corporation Board held a meeting Thursday, July 22nd, 2021. Mr. Dillon Norris, of Related presented a schedule for completing the construction of the WWTP.

Police Reform Initiative update - report submitted to NYS. The town Board will continue to review the report and look for ways to implement the recommendation provided.

Tuxedo Dog Control Officer - hired, East Village resident, Michael Cardona. He is a retired NYPD K-9 officer. Training with Joyce Amels of NYS Agriculture and Marketing was held July 27th at Town Hall. I participated in the training.

Hiring process for a full time Police Officer is in the final stages. Required Background, psychological, and medical exams have been completed. Awaiting final results of the medical. As soon as the hiring is completed we can officially announce the appointment.

Recreation / events - This is the last week of the Tuxedo Day Camp. Around 50 children have been participating.  NY/NJ Trail conference charity / fundraising run was held successfully, July 31st. About 150 runners ran a ten mile course through Harriman State Park.

Recreation - Fishing Derby was held Saturday, July 17th. About 20 kids participated. It was held at the Watchtower lake on Long Meadow Road. The Watchtower supplied a nice breakfast spread of fresh fruit, pastries, fresh coffee, cold drinks, and then made hot dogs for an early lunch. A special THANKS goes out to Ted Hoffman and his team for the excellent hospitality. Summer Day Camp  continues through August 12th. The kids have been busy, visiting the natural pool in West Milford, Bear Mountain zoo and pool, and a bust schedule of activities at Murphy Field during the week.

Tuxedo Farms LDC meeting, Thursday, July 22nd, - Dillon Norris of Related presented the schedule for completing the WWTP. The projection is that in early December, the plant will be operational.

Continuing the hiring process for a full-time officer. A candidate is in the final stages of review. If all goes well, we will have a new officer on duty within a few weeks.

Monday July 12th, 2021

Tuxedo Farms WWTP - The Tuxedo Farms Local Development Corporation Board will be meeting Thursday, July 22nd, 2021 at 10:00am, in the Tuxedo Town Hall Community Room. Mr. Dillon Norris of the Related Company will provide a completed full update that will include a detailed schedule that should result in meeting our timeline for opening the plant this year. Property owners and residents in the Tuxedo Hamlet Sewer District are encouraged to attend.

Tuxedo Long Meadow Road property, clean up -  The Watchtower organization has begun a one month commitment to provide skilled heavy equipment operators to continue the materials screening and separation of the debris materials that were illegally dumped on town property. There are four operators working at the site. This will offer the town a substantial savings of manpower dollars.  The work is done under strict observance of DEC rules. All materials will continue to be sampled and tested to verify they are suitable to be removed from the site. Rob Dollbaum and I are investigating various avenues to transfer the materials to a site that is determined to be of approved beneficial use. The end goal is to restore this 24 acre property to a usable state that is compatible with the vital watershed / wetland area located in the heart of Sterling Forest.

Police Reform Initiative update -  The Citizens committee, led by Sue Scher, has completed its report that has detailed recommendations for the Town Board to consider. The final version is available on the Tuxedo website. A public hearing will be scheduled for the next Town Board meeting. Two presentations were held in late June. This committee did exceptional work, researching, surveying, interviewing, discussing, and collaborating to author this very detailed report. We came a long way since January and I’m proud of the community effort that brought this together.

The Tuxedo Town Board held interviews, Wednesday, July 7th,  for two vacant positions, a full-time police officer and a Dog / Animal Control officer. Two offers are pending subject to further application requirements. Hopefully both candidates will accept and be sworn in in August.

Tuxedo Annual Youth Fishing Derby - This Saturday, July 17th, Watchtower Fire Pond, on 1422 Long Meadow Road at Warwick Brook Road (International Paper Building ). This is for kids 15 and under. Prizes will be awarded, and I predict fun for all.

Tuxedo Summer Day camp - began last week, and will run for 5 weeks. More than 50 kids are enrolled.Camp is held two days, Monday and Thursday at Murphy Field, and at the Highlands Natural Pool in West Milford, on Tuesdays and Thursdays. Days are filled with sports, arts and crafts, competitions, swimming, hiking, water gun battles, and just plain fun. Claire Dougher, Recreation Coordinator, is leading an experienced staff. Hopefully the tropical weather we’ve been experiencing will taper off and let the sunshine rule.

Sadly, I need to acknowledge the passing of  Vincent, Vinnie Capozzi,  on July 3rd. Vinnie was a long time Laurel Ridge Tuxedo resident, who married his college sweetheart, Noreen Fennell. They have two grown children, Christopher and Katherine, who he always acknowledged as his greatest achievement. Vinnie was very active in the community economic development committee, President of the Tuxedo Park Library Men’s Book Club, and the yearly grillmaster at the Memorial day picnic, he was an assistant scoutmaster in Troop 149 in Woodbury, and an active member of the NortherTuxedo Residents Association. Vinnie was an important part of the Marist College theatre and radio station. He served as general manager and produced two plays for the Children’s theatre. He was the first recipient of the Gerald Cox award for excellence in theatre arts and inducted into the Marist College hall of fame. I will remember Vince through our always pleasant conversations and encounters throughout the town and Laurel Ridge. I know he will be missed by many.

Monday June  28th, 2021

Retired Police Chief, Patrick Welsh, passed away, June 19th. Patrick served the Town of Tuxedo for 21 years, starting as a dispatcher with the police dept. and moved up the ranks to become a police officer in 1997. He was promoted to sergeant in 2001 and finally promoted to Police Chief in 2010 where he served for 6 years before retiring in September of 2016.

He was also a member of the Sterling Forest Fire Company and past Chief of Tuxedo Joint Fire District. On behalf of the Town of Tuxedo, I’d like to acknowledge the time spent working as a public servant here in Tuxedo. My condolences to his family and friends.

Two important events happened this week

Thursday, June 24th, - The Tuxedo Farms LDC had a Board Meeting via WebEx. I’d like to share with you an excerpt of my opening remarks.

“On September 10th, 2020, the reconstituted Tuxedo Farms LDC Board passed a Resolution to initiate operation of the WasteWater Treatment Plant, with a target date of July 1st, 2021. The resolution stated that:

 the Town of Tuxedo's existing Hamlet WasteWater treatment plant is beyond its useful lifespan,  its failure may be imminent without the infusion of large capital investment, and it needs to be replaced as was contemplated and provided for within the framework of  the 2015 Agreements between and among the Tuxedo Farms Local Development Corporation, the Wilmington Trust, National Association  As Trustee, the Town of Tuxedo on behalf of itself and on behalf of the Hamlet of Tuxedo Sewer District, The Tuxedo Reserve Owner, LLC and the Tuxedo Sewage Works Corp

This Tuxedo Farms LDC Board, constituted In early 2020, has diligently met our responsibilities and continues to strive for the ultimate goal, to get the Tuxedo farms Wastewater Treatment plant up and running.

The importance of this project is enormous. The area known as the Tuxedo Hamlet, that includes the East Village and parts of Tuxedo Park, are served by this outdated and deteriorating sewer plant. If it were to fail, the homes and businesses in the district would have no viable plan for dealing with the thousands of gallons of waste that is produced everyday. You can imagine the impact on the property owners and the town in general if that were to happen. The town IS responsible for the aging plant and the delivery of sewer services to this district. We are obligated to resolve this problem.  As a result of these conditions, there has been a moratorium on new hookups to the plant. So, this is stifling development. Removing this moratorium is essential to fulfilling our Comprehensive plan.

I later introduced Mr. Gregory Gushee, Executive Vice President for Related, who is now overseeing the Tuxedo Farms Project. The main point that he articulated is that Related will work with the Tuxedo Farms LDC to finish the connection to the new WWTP and submit a detailed plan within the next two weeks. Board Member, Jay Reichgott, followed up with questions seeking details on the timetable. The LDC Board is expecting the plan that details the steps and I expect that follow up meetings will be scheduled in July.

The big takeaway is that Mr. Gushee has stated the intention to complete the work and get the plant activated this year.

Friday June 25th - Tour of the new Tuxedo Farms WWTP, in attendance representatives of the NYS Comptroller’s Office - Laura Newhall, Amy Montanez, Christopher Furcick; Tuxedo Farms LDC- Ken English, President; Robert Dollbaum - Tuxedo Highway Superintendent, Sean Hoffman - H2M Engineering. Gregory Gushee, Executive Vice President of Related, and Henry Haefner, Related’s Field Manager of the Tuxedo Farms Project.

Henry Haeffner led the group on a comprehensive tour of the facility. He pointed out that all of the equipment needed to open the plant is on site. The capacity of the plant dedicated to the Town is 100,00 gallons per day. Our current usage is under 40,000 gallons.

I left the tour understanding what a positive impact this new plant will have on our community and on the improvement it will make to the quality of the drinking water resource of the Ramapo River.

The Tuxedo Town Board is recruiting applicants for a FullTime Police Officer. Two candidates have been identified through canvassing of the resident civil service list. Interviews will be set this week.

Police Reform and Reinvention - two meetings will be held this week, the first, tomorrow evening at the Eagle Valley Firehouse and a virtual meeting through the Town’s WebEx, Wednesday. Both meetings will begin at 7:00pm.

Tuxedo Farms LDC meeting, on WebEx Thursday, June 24th, 10:00. - This meeting is of special interest to anyone who lives in the Tuxedo Hamlet, East Village, and a small portion of Tuxedo Park - anyone who is connected to the Hamlet wastewater treatment plant. As President of the Tuxedo Farms LDC I have been working with board members Michele Lindsay and Jay Reichgott to develop an activation plan to put the new sewer plant in operation. It has been idle since being completed in 2016. It is imperative that this plant gets operational since the existing plant has outlived its expected functioning lifespan and would be very costly to renovate. SUMMER Day Camp - registration is going very well for our day camp program. Registration will close on Friday, June 18th. Camp will run for 22 sessions, July 7th through August 12th.

RENN FAIRE - Saturdays / Sundays August 21st - October 3rd, 10:00am to 7:00pm.

In 2019, Tuxedo PD provided security totaling $23,154 of which there is an outstanding balance of about $22,000. I have been communicating with Linda McFeters,  President / CEO of Renaissance Entertainment, and she has stated that we should expect full payment in July.

ZONING Code Update - The Town Board is in the final stages of preparing the updated zoning code. There have been dozens of meetings, and the board has spent hundreds of hours reviewing the code, working closely with the Planning Board, the Town Planner, Bonny Franson, and our Town Attorney, Howard Protter. This Board is committed to getting  this important work complete this summer.

POLICE CONTRACT - a new 5 year police contract has been ratified. This contract establishes a second compensation tier for all new hires. Key gains in the contract include a ten-year pay step schedule, up from a six-year schedule, a requirement that officers serve 20 years in the Town of Tuxedo in order to gain retirement medical benefits, up from a 12 year requirement, and other changes related to healthcare providers. These changes will be explained at an upcoming meeting

Thank you for your call a moment ago. I'm writing to update you on the progress that the Town of Tuxedo has made toward meeting the Governor's requirement for reporting on our efforts toward police reform and reinvention. The Town of Tuxedo has really taken this initiative to heart by assembling a diverse citizens committee to work with our local Police, and other key agencies (ambulance, fire department, etc.), and to review the materials and directives provided in the NYS Police Reform and Reinvention Collaborative guide.

We got a late start due to the challenges of Covid. Our first town wide public meeting was held January 14th, with subsequent meetings February 24th, and March 24th. We also coordinated around the Orange County meetings to foster a wider understanding of how our small town utilizes the vast services available to our community through the county infrastructure.

Four sub committees were formed that are in the final stage of combining a collaborative report. These groups met at least three times each, with individual members contributing many hours of research and time writing their findings. Periodic updates are presented to the public at most Town Board meetings and a Public Hearing is expected in early July. The group developed a community survey that received over 120 responses which guided the work and ensured community inclusion.

The four subgroups are:

Responding to injustice issues inequities (race, immigrants, disabled, marginalized communities)

Community Interactions

Community interactions between police and community and community view of police,  how police engage with town residents, how residents have input into the police dept

Police department policies, practices, staffing, recruitment and training

Mental Health and Interactions with youth and schools

Mental Health responses (mental health, suicide, substance abuse, domestic violence)

Committee members diligently explored the questions posed in the Governor's report, searching for data from the police dept and other sources, reading material and assessing areas of concern. They are in the final stages of developing recommendations.

The survey organizers shared the results from the responses which helped the committees identify more topics of concern to pursue.  The survey was translated into Spanish for people who would find that easier. Our local PhotoNews published the link.

I look forward to submitting our final report and hope that our efforts to instill a permanent change in how we interact with our police is understood. I apologize for our delay but hope that your office and Governor Cuomo know that we really appreciate the leadership that launched this effort.

New Secretary to the Supervisor - Lorraine Cosgrove, Lori is from Warwick, most recently worked as the office Manager for the Warwick Valley Chamber of Commerce. She has years of experience as an Administrative Assistant utilizing office productivity software and bookkeeping programs and has hit the ground running. She started on Monday, May the 3rd. Welcome Lori

On Thursday, May 6th, a Tentative agreement was signed with the Tuxedo PBA and the Teamsters Local 445. The agreement will run for five years, January 2021 through December 31, 2025. The contract will be presented to the Town Board. The union a has ratified it

Moved from a two year deal to a five year deal. Locked in 2% increases for all five years. Created a new tier two for all new hires. Moved from a six year step increase to a ten year step increase. Must work for the town for twenty years to secure retirement medical benefits

Recreation Coordinator Search - Held a special Town Board meeting, Monday April 5th. Reviewed plans from 2019. Distributed plan from 2020 today. Notices were posted in three local papers, on digital platforms, Town Website.An  Interview was held on April 5th. Interviews are planned for Wednesday, April 14th.

Secretary to the Supervisor search - job is posted in three local papers, on digital platforms, Town Website. Two interviews are scheduled for Wednesday, April 14th.

Tuxedo LDC - Revitalization held the required annual meeting on March 29th. The required PARIS reports (Public Authorities Reporting Information System) are past due for 2018, 2019, 2020. The newly constituted LDC Board is working to get the necessary documentation collected so that the Auditing consultant can complete the required reviews.

DEC / Long Meadow Road clean up project - Friday, April 9th, HydroEnvironmental Solutions (HES) completed phase 1 materials samples by taking boring samples across a grid marked pattern following prescribed DEC guidelines. The process was overseen by Wesly Salis of the DEC. Ken English and Robert Dollbaum were there to answer questions and observe the process.

Tuxedo Hamlet WWTP - inspection report from March 18th indicated the facility was operating in a satisfactory manner. There were two structural deficiencies:

Damage to the structure of the primary and secondary Imhoff Tanks

Damage to the trickling filter

It was noted that these deficiencies are expected to be remedied by the next inspection

Police Reinvention / Reform Initiative - Committees are meeting with Tuxedo PD, are on task, analyzing the survey results, and are expected to come together to share results in preparation for a town-wide presentation in May. This will then lead to a Public Hearing.

TriState Solar Services - working with Rich Finnen on a solar project for the Highway garage. We’re awaiting a revised financing plan after energy bills were submitted for analysis. An engineering team will visit the site in may to devise a plan for a system

Long Meadow Road property - Highway Dept. staff continue to screen materials, test for contaminants, separate stumps, sort into piles (rock of various sizes -- inert materials, soil, 2,000-3,000 yards per day tailings 1 inch smaller mix of materials, Working regularly with our DEC site monitor.

Powerhouse Park - I’ve continued to visit the site mostly on weekend mornings. I continue to work with Tuxedo PD on enforcement of existing code that articulates prohibited behavior. The problem has mostly been curtailed but will require vigilance and consistent enforcement. The Town Board continues to review the code related to Parks and I expect that we will conclude this work over the next month.

Tried a chain at Lucky Park - that lasted about one day, installed a permanent gate to prevent parking, $2,200. Police details starting at 8:00am - required overtime and bringing in part-time officers.

Refuse Contract - Our contract with IWS for refuse pick up and disposal is expiring and a RFP (request for proposals) was issued. We are awaiting proposals from contractors and will seek to award a new contract based on the competitive bidding process. We hope to award this contract in August.
